The question asks it. What about a contract system?

Some of the bus routes in Queens were once operated by private bus companies under a contract by NYCDOT. However, the bus routes were taken over by the MTA Bus Company. Part of the reason why that happened was because bus companies had problems such as the average age of buses being older than the MTA's, a lack of spare parts, buses falling apart, and not enough buses for passenger needs. Also there were a lot of strikes, and a spokesman once said that Queens had a fractured, disparate system.
In short, there aren’t that many private operators because the MTA all took them over. However, there is currently one bus that is privately operated — the B110, which runs between Borough Park and Williamsburg. The MTA took over the private bus operators in Nassau County, but was privatized again following a funding dispute, and was taken over by Veolia Transport, later Transdev.
